Established in 2017, Lowestoft Town Council is dedicated to putting the town first.

In October 2025, Lowestoft Town Council adopted a new Business Plan which sets the focus for the Town Council for the period October 2025 – March 2029.

This is a time of major transition for the Council as it moves its base from rented premises at Hamilton House into the Council owned and managed, restored and refurbished historic Town Hall located in the heart of the town centre. The Plan includes the Council’s objectives and actions that will deliver either directly or by working with partners.

Maintain and improve all our assets and deliver our services in an environmentally sustainable manner, in keeping with our declared climate and ecological emergency, for the benefit of current and future generations

  • Integration of Town Hall asset maintenance programme within the wider Lowestoft Town Council budget;
  • Further development of longer term maintenance and refurbishment programme for all assets to monitor reduction in reactive spend based on improved maintenance;
  • Consideration of longer term operation for the Marina Theatre

Support Lowestoft residents through events, activities and grants programmes aimed at building community cohesion; improving social wellbeing and civic pride; and addressing our declared health emergency

  • Expansion of annual sporting events
  • Consideration of an annual Mayor’s event to fund raise for Lowestoft Town Council grants and/or supporting charities

Ensure Lowestoft Town Council is well managed and governed, delivering value for money for local residents and communities

  • Ensuring well executed staff management, including training and development for officers and councillors
  • Ensuring all Council and Committee meetings are well run and procedurally compliant
  • Ensuring robust financial management
  • Promoting Lowestoft Town Council through an effective and efficient communications strategy
  • Ensuring Lowestoft Town Council has an efficient and resilient IT programme
  • Managing risk and deliver manage assets in a legally compliant manner

  • Development and integration of all Town Hall functions into Lowestoft Town Council annual financial plan
  • Consideration of disability confident employer status
  • Implementation of a training and development programme for Grounds Maintenance Team
  • Preparation and adoption of a Council wide Climate and Ecological Emergency Action Plan
